We are looking to recruit an Area Housing Manager to join the Housing Service.  This is an exciting time to join the service, which is continuing it’s journey of service transformation and change, reflecting the requirements of the new Social Housing regulatory framework and with a continuous focus on delivering high quality services to our tenants. 

As Area Housing Manager, you will be part of a diverse and complex service, operating in a dynamic multi-agency and partnership working environment. Principal areas of the service include tenancy and estate management, tenancy enforcement and Anti-Social Behaviour. You will lead one of three housing and estate management teams, focussing on the delivery of robust and effective housing and estate management services, working as part of a wider multi-disciplinary locality-based team.

In addition to leading day-to-day service delivery, you will represents the service at a range of internal, ward based and partnership forums, contributing to information sharing and dynamic problem solving. As part of the service management team, you will also support the delivery of various workstreams to achieve and sustain full compliance with the Regulator of Social Housing consumer standards. This includes the continuous development of the service, optimising service performance and customer service standards, promoting professional good practice, the digitalisation of the service offer, effective financial and risk management and maintaining business continuity.

The successful candidates will demonstrate:

Significant experience of delivering housing or related services in a customer service environment, with a clear understanding of customer engagement principles and practice, customer care standards, professional practice and consumer regulatory standards.

Experience or a sound understanding of the legislative and regulatory frameworks and key issues related to delivering housing and estate management services, including tenancy breaches, anti-social behaviour, neighbourhood-based working and customer engagement, in a multi-agency working environment.

Experience of managing staff including performance management, training and development, risk management, business continuity and succession planning.

Delivery of successful partnership working with a wide range of internal and external partners.

Knowledge and experience of the principles of effective budget management and financial control.

Ability to identify and categorise issues, risks and mitigating factors, and to make decisions based upon the issue, level of risk and governance structure ensuring the safety of staff and tenants.

Ability to write well-structured communication including letters, briefing papers and reports to tenants, residents, senior managers and leaders, Cabinet and other meeting forums. 

Ability to deal with complex decision making and competing pressures.
